Breaker padlock attachements are accessories. Accessories are optional. Neither UL, tne NEC, nor any other entity that I know of requires breakers to be capable of being padlocked. Every reference to padlocking, that I am aware of, is only when a seperate disconnect is not provided.
I was at a schneider elec web site looking.
I was talking about hard wired appliances like d/w , disposal , ice makers.
We install box and trim with a single device
Most ho`s appliances come without a cord so we have plenty of appliance cords on hand.
But watch the lengths !!! disp/dw`s have max length for cord connection.

I am confused do you hardwire "d/w , disposal , ice makers" or do you use a cord and plug on "disp/dw`s"?

I still service push-O-matics occasionally. I have a high rise condo that was built in 1929 and uses these as sub panels for all the units. I hate them because of the odd ball install characteristics of this building, but they are IMHO great panels. I can't understand why they were discontinued. There is no other panel commonly used for residential that has bolt on breakers. I have never had a breaker to buss arcing problem with one.

I am not fond of piggybacks. It seems that they do not have the service life of full sized breakers. I always figured that they suffered from double the potential heat buildup in the same space as a full sized breaker. The quads are the worst for this.
