A lot of times it seems building inspectors are selected for political or cronyism reasons as opposed to their knowledge of the actual codes. Not a whole lot different than many government jobs.

I've got to say that I really can't imagine an inspector using 90.4[enforcement of code by ahj] or 110.12 [mechanical execution of work] as the "SOLE/ONLY" reference for a violation ;those are in effect catchalls which by their invocation indicate generally that a number of violations/defects are in evidence-.
1]I wouldn't be worth my salt if I didn't indicate the actual defects that had alarmed me in the first place.
2]as all have said before-what he is citing and requesting to correct ,unless specifically indicated by a local code ,is not a legit violation
3]To correct as he requests would actually take up more space wiring wise.
This to me would seem to be a grey/nitpicker/not thought thru type of request.
Now here is the real rub-this decision requires any inspector to use their head--because some could argue it the other way--but that means the inspector must use his discretion/experience/code knowledge-to make the call!

I believe that requirements to sit for Inspector certifications-be it "ncpcci"certs[res 1@2,general,plan review] or the more recent iaei/nfpa designations [in place since approx 2000] listed as Master electrical Inspector,or Residential Electrical Inspector,are similar-7yrs as an electrician before consideration.
Exception-P.E.'s are granted an exception waiving the 7yr field requirement.
Understand that there are guys who can spend 14 yrs in the field and still be useless?
and there are guys who may come in Under the PE exemption and be as at home as if they were born in the field.
Point of my reply being that any GOOD inspector is allways learning ,allways listening,and rarely will leave you feeling as if you were dictated to[especially if you were!-You know I'm just kidding about the benevolent dictator deal ,right?].
