Iwire/Bob used to always beat up on me for doing it. I still say it, but finally got out of the habit of typing it here.

Be honest. You don't want to do that with a ground bus. You want to do it with a lay-in lug because you forgot to pick up a ground bar that morning. Or maybe you want to use just a green screw.

Actually true, I have did it when finishing up late night on a panel swap and wanted power on that night. Just gotta get back and fix it in morning before inspection.

You saying I cannot just split bolt 42 EGCs together and run only one to the ground bus?

I did this exact thing during a panel change once. Made the old panel a j-box and mounted the new panel beside it. Split-bolt all the grounds together along with a #10 I ran to the new panel. Inspector failed it. I complained to his boss who said it was fine and voided the violation.

Inspector was correct, unless you can show that the split bolt was listed for that many and size of conductors. Doubtful IME.

I wasn't smart enough at the time to know you were only allowed two wires in a split bolt.

That is excusable, the inspector’s boss over riding the inspector is not. Boss was an idiot IMO.

As long as the splicing connector is listed for the combination of wires spliced-compliant.

I'm talking about your basic wire nut, typically for a service upgrade where the EGCs are not long enough to reach the new panel's EGC bus.

I have also paired circuits, combining two neutrals to a single white pigtail, effectively making MWBCs that split into two circuits before leaving the panel.

I had done that in the past as well until they came up with the handle tie/2-pole CB rule for MWBC's.
