Pilot lamp to ground. Not neutral.

In this circuit from NFPA 79-2007

Page down to 79-61 and blow up to 300%.
Line 112 shows a lamp from fused control supply to symbol 5018. Clean ground.
There are also some unexplained arrows.
Transformer bond is show grounded to symbol 5019.
Is this a special safety lamp that must work if neutral opens?
A high impedance lamp that verifies ground?
What are left/right arrow symbols? (line 112) Visible when expanded.
