Piping the Line and Load of a Emergency Disconnect

Upgading a Service on Single Dwelling to 200 Amp. The service is underground entering thru the basement meter is also located in the basement and will remain there. Question is when piping outside to install the "Emergency Disconnect Not Service Equipment" can I just install one pipe for the Line and Load of the disconnect? In short conductors would leave meter to JB through pipe out side to disconnect back through same pipe and JB and to panel. I also included a drawing.

As long as both sets of conductors are considered to be service conductors, it should not be a problem.
 
I would say yes because they not yet reached through the "Service Disconnect" (the panel). Would you concur Larry?
