Can the directory placard be B&W?
Must it be red and white?

If any color scheme allowable, what do you suggest?
 
That section sends you to 110.21(B) and the Informational Note following 110.21(B) sends you to an ANSI standard. That standard will likely specify yellow, but the informational note is not enforceable.

This. I came across another inspector holding up permits over this. I told the solar installer to call him out on the fact that it's an informational note and they're not enforceable and go to the state if they had to.

Give the potential of liability from installing a label that does not meet the requirements of a nationally recognized standard, I would comply wiht the standard.
 
I would recommend just giving people what they expect to see. Why try to be different in a sea of red and white placards? That's a fight that is not worth taking on.
110.21(B) says in part "... warn of the hazards using effective words, colors, symbols, or any combination thereof." Leaving it undefined in the code means it's whatever the AHJ wants. All the AHJ has to say is, "I do not find that B&W is an effective color combination."

The code specifies the signal word "caution", I though that the ANSI standard would require it to be yellow like for other caution signs.
I think it might be NOTICE because it's not "hazard alerting", although it could be CAUTION because I suppose electricity is the hazard.

And I believe the blue notice would appear on the tag with black and white information.

I don't think I've ever used anything but a Warning or Danger label. We don't do minor or moderate injuries in PV do we?
One of the reasons I got into power engineering was the need for a constant threat of death or serious bodily harm in order to feel alive.
