This is not something covered by NEC, but I would still say a plastic fan is very likely going to be "non sparking"

Unless they are infused with some conductive material they could be generator of static electricity. TEFC motor end-fans are routinely constructed this way or specify bronz or aluminum.

Very true about the static generation, I do not know what cooling fans are typically made of on general purpose motors, but pretty sure they are not steel or any kind of material that will develop static on hazardous location rated motors.
