I would suggest you get a qualified electrician to take a look at your home's wiring. The water heater might only be a small thing compared to the other wiring. You didn't mention whether the water heater was 120V or 240V. I assumed that since the inspector noted a white wire as a current carrying conductor that it was 240V. The code requires a disconnect at the water heater unless the panelboard was within site of the water heater. This might also be something you want to have the electrician install. I recommend that at least a 10/3 conductor be ran. This would allow for a safe grounding conductor to insure a safe return for fault currents back to the panelboard. This will allow the breaker to trip on a fault.
