Plenum Raceways & Cables

I'm preparing a new proposal for the 2014 NEC. It involves revising the text for NEC 725.154(A).
I am proposing that non-plenum rated cables be permitted to be installed in plenum signaling raceways. I would like the opinion of everybody on this forum before I send it in by next Fridays deadline. My reasoning is that a plenum rated cable and plenum raceway both have low-smoke producing characteristics and therefore there is no danger to persons if a non-plenum cable is inside a plenum raceway.

That's a good idea. I was wondering if anyone on this forum could supply me with a UL certification or maybe something else.
