Plenums in single famiy Res

Currently working on a single family residence where portions of the ceiling are to be used as return air plenums. I've reviewed article 300.22 which prohibits romex in these spaces. Does this also apply to a single family residences?
 
Let me correct myself. I'm not referring to the exception. A structured ceiling is being installed below the joists. The space between the joist and the structure ceiling is used as a plenum.

Yes, this applys to single family residences, or else the exception to 300.22(C) would not be needed.

I wired a house 30 years ago that had a section of the crawl space used as a plenum---. I was the only trade that didn't run plastic in that space--- what a horrible idea that was-- dirt floor etc.ugh
