I was thinking of puting plugmold under the granite contertop. I have a 12" inch overhang in most places. I could put it under the granite on the side of the cabinet where even though there is a 12 " overhang in one direction there is only a 1 1/4" overhang on the edge where the cabinet doors are. Is this legal?

I'm having a little trouble visualizing your pantry set up in relation to the island.

If this helps, it is only legal to install the island receptacle below the counter if there is no wallspace above the single height island top. If you have say a 2 tiered island, or if the pantry is affording wallspace behind the island then you'd need to have receptacle above island top. Although I don't know any inspectors who enforce this.
 
I`m also having trouble visualizing your actual set up.But from what you posted it seems the only place where there is not a 12 in overhang 210.52 C 5 says not there.That leaves where there is a 1 1/4 overhang as the only place to mount them and from what I can gather there are only cabinet doors there,There is nothing in the book that does not allow the receptacles to be within the cabinet as long as #1 they are within 6 ins. of the edge of the countertop and # 2, they are no more than 12 ins below the countertop.

Cabinet designers reek havoc on the NEC requirements sometimes.Looks great but where do I put the receptacle(s) I am required to have ?????I did a kitchen in which the entire island cabinet had a 18 in wine rack on all 4 sides with round solid colums on a 4 corners.The cabinet manufacturer had to install a matching blank panel and used the wine rack for the receptacle locations.
