Plugs on Unused Conductors

Have a note that says "install plugs on all unused conductors". This is for abandoned conduits and conductors. What is this?
 
The only one that can definitively answer that question is the note author.

I think it means to isolate the conductors... such as capping them with wire nuts, or taping the ends up.

I would assume so as well. The "plugs" made me wonder.
