Have a pre-construction meeting with estimator, field supt, job foreman. Go through all plans, specs, quotes, schedules.
This is the time to flush out any mistakes, omissions from the estimator, bad quotes that don't cover scope or price escalations.
The estimator needs to break the job down into work codes for management, set up schedule of values for billing, write PO's for quoted items and subcontracts, etc....

does your Preconstruction/estimating dept write POs and subcontracts?
Similarly, what are that department’s duties to the Contract?

No the pre-con meeting advises the PM of who's quote you used in the estimate (fix, gear, subs, etc)...it's up to the PM to do further vetting of quotes prior to writing PO's.
The duties of the contract have been reviewed by ownership and legal......that's all settled by the time it gets to PM, so your duties are absolute
