Points of Grounding

Have a ground rod with GEC attached which passess through the meter can that has a disconnect in it and ends up in the panel at the neutral bus. It is not attached to the meter housing at all....except he has it bonded to the bushing at the pipe that enters the meter housing from the panel. There water service is also grounded to the panel. Is this acceptable?
 
If the meter can has a disconnect the GEC should have terminated there.

250.24(A)(1) General. The grounding electrode conductor connection
shall be made at any accessible point from the load end
of the service drop or service lateral to and including the
terminal or bus to which the grounded service conductor is
connected at the service disconnecting means.

Is this "disconnect" in the meter possibly just a meter bypass switch?

It is not a bypass swith, OCPD. If it is grounded at tghe can, can the GEC be continuous and also terminate at the neutral bus in the panel?

If the meter base is also the service disconnect and it's properly grounded & bonded there, why would you want to continue the GEC to the panel?
 
I am not saying I would, just trying to determine if this condition would violate and articles in the Code.
