His response is that these are galvanized from the threads to the bottom, and that he could wire brush the threads and spray a can of ZRC coating (a cold galvanizing spray) on the threads to greatly slow down the rusting process.
So he's admitting that a cold galv from a spray can is better than what was on the bolts to begin with?
Bolts should have been hot dip galvanized, which they obviously were not. Probably has a coating of gray primer instead.
I also have spare/extra galvanized light pole bolts at my plant, laying outside in a scrap area for about 4 years now that have absolutely no compromise of the HDG coating.
Cutting corners to save a buck.
...and it's not rocket science to center your plywood template over the sonotube.
I would also bet that if your drawings called for rebar, it's not there either.
