Pool Bonding Grid

I went to my uncle's house this weekend for Memorial Day. He had two rails installed for his built-in pool so my aunt can get in and out herself. Each rail has two posts that slide into a sleeve. There is about 4 feet of concrete around the perimeter of the pool (this is where the contractor installed the sleeves).

I would think to properly bond the rails, a wire would need to run to each of the 4 sleeves, through the concrete and connect to the bonding grid somewhere (like the motor).

Has anyone run across this situation before? Am I missing something?

If this is an existing pool, it can be ugly to implement as there may not be a bonding wire close that you can easily access. I'm considering non-metallic rails for my pool just so I can avoid the bonding issue.

If this is a new pool (or new pool deck), then yes the rail sleeves in the deck need to be bonded and that should be easy to do. These do need to be bonded, so you may want to saw a groove into the pool deck to run your bonding wire through. Whoever installed the rails should have known about the bonding requirements if they are in the pool business.
 
who's to say that the sockets aren't bonded? The bondibg lug is buried in the concrete.
now, the grid may not be hooked to the equipment properly or at all.

edit: nevermind, I should read more thoroughly before I ask questions like that. I didn't get that these were retrofits.
