Hello everyone. My field of expertise is residential troubleshooting. I have experience with pools, but not lots of experience.

I always see pool pump motors protected by 20 amp double pole circuit breaker. Even on pool pump motors that are 9 amps on each leg.

It is my understanding for the starting current you need to rate the circuit breaker at max 150% of the load.

9(amps) x 150% = 13 amps.

Since the lowest breaker available is a 15 amp, this means that a 15 amp would be just fine, right?

To address starting current the NEC allows a circuit breaker to be 250% of the full load current listed in the 430 Tables.
You would need to verify the Table (430.248) amperage by HP to confirm but it's likely compliant.

(This is assuming the motor has proper overload protection either internal or external)
