If I have pool shell structural reinforcement steel that is unencapsulated then can I provide perimeter surface in compliance with NEC 2017 Article 680.26(B)(2)(b) or I have to provide in accordance with NEC 2017 Article 680.26(2)(a)?

I believe you can use either a) or b)

(1) Conductive Pool Shells.
Bonding to conductive pool shells shall be provided as specified in 680.26(B)(1)(a) or (B)⁠(1)⁠(b).
 
Plans show pool shell mesh extending to and connecting the perimeter #8 awg conductor conforming to perimeter of pool but thats about it.
So there is no reinforcing in the perimeter concrete? Since testing and code changes no longer permit the single 8 AWG bonding conductor for the perimeter bond, I would strongly suggest steel reinforcing mesh in the perimeter. However for plan review on a system installed to the 2017 code the single 8 AWG is all that is required.
