I should have said "spliced".I don't think it does. However, the requirements for grounding electrodes are pretty straightforward and a broken one (whatever you mean by broken) might well not meet the requirements.

Sorry for the confusion. What I think I meant is..... the equipment ground from the panel, has to be insulated, therefore in conduit, out to the pool panel. Does the insulated equipment ground also have to be "without a splice" or, in other words "unbroken" to the pool equipment?
