Had the same problem at a customers pool-- Checked current in the GEC and the neutral and found current flowing on the GEC had the PoCo come out and run a temp service on the ground (open neutral on UG service)--problem resolved --installed new service.

Might need to rule out a utility problem in the area.

The part i would check first is why with meter out it goes away but main breaker it doesnt.Any chance they have a neutral problem ?
If this is accurate, it means there is a leakage to earth or ground in the cable between the meter and the main.

Only the aforementioned loose neutral in the meter can being wiggled while moving the meter could otherwise explain it.

How about measuring the voltage while the meter is pulled and replaced? It will either waver or go on and off like a switch.

Hmmm, a new thought: 5-wire meter, maybe in combination with open/weak neutral?

Added: What is the layout as far as distance between meter and main, main and panel, etc.?
