For any pool outlet such as for a pump or heater can the ground be derated if it is allowed in 210?

To the NEC Ground = The earth,, don't know how to derate earth.
If you are speaking of the equipment grounding conductor size it needs to meet the provisions of 250.122. In addition there are some "minimum" sizes for certain pol elements.
A feeder grounded conductor would meet the provision of Art 220 and 215.
