Pool Sub Panel

I searched the forums and couldn't find a discussion, excuse me if its been discussed. New at getting into wiring pools up and wanting to do everything right.

I installed an intermatic pool panel for pool equipment but had no space in the main panel, so I removed the outside AC wire and put it onto my pool and spa panel. This gave me the room to put the 100 amp breaker in the main panel. I put the AC breaker in my pool and spa panel.

Local inspector told me I couldn't install the AC on the pool panel because it isn't listed for AC. I told him what are you talking about its a sub panel it can have an AC on it, he told me show me the manufacturer specs that says it can. I said "uhhhhh" are you kidding? He basically made me remove it and I had to tie circuits together to get 2 more spaces inside.

This caused me to think...why do intermatic panels and others have "Rated for pool and Spa Equipment", does this mean you can't use a regular panel to feed pool and spa equipment? Everyone uses siemens panels and GE plastic panels for their pool and spas here and never had an issue. Ive since done 2 more pools and told my contractors you can't use regular panels they have to be rated for pool and spa equipment because I didn't want to run into another inspector who said "You can't use that panel its not rated for pools and spas" I can't find a reference.

Does it exist or can I just start putting in any old sub panel?
 
I might lean to agree with the inspector if this is a true pool panel. Ones I've installed that I would call a pool panel have various timers and control functions built in besides the circuit protection, like the picture. These have had controls for temperature, chlorination, pump timer, one even had lighting controls, etc. If it is simply a NEMA 3 panel that you installed breakers for the pool I wouldn't call it a "pool panel" and I would think you'd be able to use as needed.
