Pool Switch

I have Homeowner that has been pulling the cord out of the receptacle in the garage that feeds his pool pump motor. Well all that pulling out the wires in plug finally shorted out and sparks flew. Well for one things the cord did not have a ground wire and another thing the receptacle was not GFIC protected. I would like to put the pool motor on a switch by the motor but the problem is there's the pool and the motor and the garage,maybe 2ft. Whoever did this put the motor right on top of the pool. All concrete, all the way around the pool. Small yard no room. I know 680.22(C) says acceptable within 5ft but how about 2ft?
 
a timeclock is still a switch, check the pump motor also for minimum distance from the pool, i'm thinking 4 1/2 feet

the twistlock receptacle cannot be within 5ft, it cannot be less than 5ft from the inside wall of the pool
 
Right it is a switch and it could be listed for use closer than 5'. 680.22(C)

Time clock's are usually lockable and can be remotely mounted to satisfy 430.102(B) Exc (a).
 
Even if they are rated for the HP etc? The clock will turn it on if proper procedure is not followed. I.E. Take out the dogs, no? They do have an On/Off switch in them.
