I was wondering about using the ge z wave 40 amp timer. My question is since it has and on/off button accessible from exterior of box and it can be locked out, do you think it would satisfy my disconnecting means for a pool pump? It would be a cleaner install with timer and disconnect in 1 unit.

I would say no if the buttons are simply manual overrides of the automatic operation. The timer could easily be turned back on by the automation controller or someone remotely. The timer is only the controller, you still need a disconnect.
It has a button for manual override and also for on /off/remote
