I have water fountain decorative NEC 2014 Section 680 Part V and for lights using pool transformer isolated primary 120V to secondary 12VAC RMS. Lights are no niche 12 VAC RMS.

1. The transformer secondary conductor to lights require equipment grounding conductor to lights more than one branch circuits?

2. The transformer grounding and bonding would it be per NEC 2014 250.30 have to have GEC to grounding electrodes or something different just thru equipment grounding conductor?

3. Any transformer secondary conductor overcurrent protection for these type of transformer?

I have water fountain decorative NEC 2014 Section 680 Part V and for lights using pool transformer isolated primary 120V to secondary 12VAC RMS. Lights are no niche 12 VAC RMS.

Part V is specifically for fountains; is this for a fountain?

1. The transformer secondary conductor to lights require equipment grounding conductor to lights more than one branch circuits?

Here is what Part V has to say about grounding;

(1) Other than listed low-voltage luminaires not requiring
grounding, all electrical equipment located within the
fountain or within 1.5 m (5 ft) of the inside wall of the
fountain

(2) All electrical equipment associated with the recirculating
system of the fountain

(3) Panelboards that are not part of the service equipment
and that supply any electrical equipment associated with
the fountain

2. The transformer grounding and bonding would it be per NEC 2014 250.30 have to have GEC to grounding electrodes or something different just thru equipment grounding conductor?

Use the equipment grounding conductor.

3. Any transformer secondary conductor overcurrent protection for these type of transformer?

No.

No.

So transformer secondary grounding is not required low voltage luminaire. So how come equipment grounding conductor is required? I don’t get it

The EGC is required to the transformer because the primary is not "low voltage".
