I have read several post on the pool bonding, however I am still confused. Does a nonconductive in-ground shell type pool still require a 3ft horizontal bonding grid? Many of the nonconductive shells have a metal flange on the outside at the top for strength. These are always bonded. So, I think that the 3ft would be necessary.
 
And don't forget that you also have to have a method to bond the water when the pool shell is non-conductive.
