Portable Cord repair?

Field modifications of UL Listed items need to be approved by the AHJ. UL says they are available to answer questions the AHJ may have.

Most safety departments seem to be unwilling to take on the role of AHJ in regards to evaluating cord repairs.
 
Having looked at the links from OSHA, I am unclear whether "road rash" (the outer jackets BUT not the internal conductor jacket), can be repaired by any of the methods discussed earlier, and still be compliant. I had once been told that "road rash" could be repaired and the cord returned to service. ( could i have seen this in the NEC????)

Any ideas, before I break down and let the moths out of the wallet and buy new cords?

Thanks for the input. I have some Rescue Tape and marine grade heat shrink on the way.

I wonder if 5+ dollars a foot for portable cord will force OSHA to change their thinking on repaired cords?
