What is the correct method of grounding a gasoline powered portable generator that is mounted on a small trailer? It is used primarily for emergency lighting by the local volunteer fire department at different sites (fires, accidents, etc.)

You might not need to use a grounding electrode at all. Have you checked out 250.34?

Just follow 250.34(B) and you will be fine. I would never make sense to pound a ground rod in at an accident scene anyway.
