Portable lockout devices

Does the NEC allow for portable lockout devices, such as those manufactured by Panduit, to be used to lockout a circuit breaker in a panelboard? We have a number of these devices in use to prevent the shutting off of breakers that feed lights, outlets, etc. These devices fit over the circuit breaker (such as Square D I-Line or QO style) and allow for a safety lock to slide through it. Please let me know what the regulations and requirements are for these portable lockout devices. Thank you. GMEngineer

The answer is no. Those devices will not meet the requirement of 422.31.

The NEC does not let you install those devices for in applications where the code rules require that the means of disconnect is capable of being locked in the open position.
There is no restriction on their use to prevent a circuit from being shut off.
Also if a worker needs to lock out a circuit where a code required device has not been provided, he can use that device for OSHA lockout purposes.

I was thinking in terms of Article 422 lockouts so my answer doesn't really seem to fit your situation. Are you referring to locking devices used to keep CB's in the on position as required in section 700.12(F)Exc?

This is a relatively new addition to the code. In years gone by, the locking mechanism was allowed to be 'portable'

My question pertained to standard overhead lighting (flourescent or high pressure sodium), not emergency lighting (700.12(F)). Thanks for the feedback.
