We are looking at using a power distribution block in our industrial control panel. It will be fed by 100 amp fuses. The block has 1 opening per phase on the line side and 12 openings on the load side. What is the minimum size conductor I can use on the load side? Is this basically a Tap?

The wires connected to the load side of the PDB would be taps and subject to 240.21 IF you control panel is under the rules of the NEC. If it is part of an assembly that will be UL or other NRTL listed, the NEC is not the normal Code for such.

as long as the tap does not leave the panel what difference would it make anyway?
