You won't actually be able to correct to exactly 100%, however, because you can add capacitors only in discrete amounts and having more kVAR of capacitors than kVAR of reactive load will result in kVA being higher than the kW.
Or put differently, if you add too much capacitance to the circuit, instead of inductive reactance, you now have capacitive reactance, both of which result in a power factor of less than unity (100%).
