power supplies are available that can be run directly on voltages as high as 480V, so the supply voltage of the lights should not be an issue.
I don't see either a solar or battery powered solution being practical long term for this application. Maybe they just have to live with the idea of no surveillance during the day.
There might be some options depending on how the things were actually wired and run if you are clever.
You might also consider installing a camera with an optical telephoto lens at a remote location where it is easier to get power. There are some very remarkable cameras available that do this.
