Power Meter Reference Leads

A customer of mine is looking to install a Power meter into a larger Breaker Panel, 400Amp 3 phase panel with 500MCM incoming feed.
The power meter requires Voltage reference taps on each Phase, But the incoming lugs are not rated for multiple wires, and even if they were is not like i can put #12 in with 500MCM.

Has any one Run into this before?
Since I have not worked with a ton power meters before. I am not sure if power meters are required the Voltage reference leads connect in with the incoming line or if i can connect off of a branch breaker.
 
When Power Quality Meters are built into factory assembled units ( such as a unitized power center -- UPC ) a branch circuit breaker is commonly used. I would recommend the smallest ampere rating made for that panel. The voltage inputs of the Power Quality Meter will require milli-amperes of currrent.
