Power monitors/distrubution panels

I have a 225 main distrubution panel located next to a PLC power monitor. The two panels are connected with 2 chase nipples. My delima is that the previous electricians routed the incoming power feed into the distrubution panel instead of the power monitor first. Can I route thru the distrubution panel to the power monitor and back to the DP main breaker since the cable is of the same incoming power feed? I cannot find anything in the NEC specifically pertaining to power monitoring panels and cables passing thru.

I think that would be OK if:
1. This isn't a service entrance.
2. There is enough "gutter" space in the panel for the wiring and all the bends.
3. The feeder to the panel is not a tap (ie. the feeder is protected at its ampacity by a upstream breaker).
