Can power strip with hospital grade outlets be used inside operating rooms and not violate any codes?

The NEC is mainly for premise wiring, not for utilization equipmen. I don't recall seeing any info on portable power taps,. Check with your hospital accreditation agency.

^^^^^^Very much this. In NJ it's the Joint Commission, and they can and do go beyond the adopted codes.
