What is the line to line voltage? Is the reading open circuit voltage? How long is the service drop?

A 4 ton unit should be about 35 amps FLA.

A water pipe ground will enhance a loose neutral, if other services are connected to the same pipe. A ground to a rod, won't have much effect.

Gentlemen,
what our friend here experiences is a large current load switching, 4 tonner aircon draws huge current upon starting and as it happens the electricity coming from the source to the house increases abruptly prompting distortion to the system itself, remember that the ligthing and the aircon belongs to the same system though separated by breakers but they are on the same system so they can be affected by the sudden increase of current and that causes the flickering of lights

gentlemen,
grounding would only matter if and when the equipment has a damage internal winding and and on those times that the servicing utility is suffering from systems harmonic surges and other line surges related problems.
