Yes if the neutral does pass through then you would be correct that this would not be a separately derived system.

I've wracked my brain trying to figure out the benefit of this system; it's certainly not what I would design. However, it's one of those projects in which the client wants a new facility to be configured the same as their existing facility. It will be interesting to hear the feedback from the original design team.
