Where in the code is the minimum depth of a primary cable(s)(13.2kv) to be installed mentioned ??????????????

If its for utilities - your answer is in the NESC

If its privately owned, the answer is in Table 300.50 of the NEC.

Look at 300.50. Remember these are minimum's, and in general I would consider them inadequate.

I agree. The Rigid and PVC conduit depth seems inadequate. I've always spec'd 2'6" and was challanged by EC on my depth for direct burial. Thanks for the help.
