Is there a minimum size for a primary underground cable? (XLPE or EPR), say 13.8kv system.

310.5. In practice, if using CN cable, I think #2 AL is the smallest they make.

Last project I did the minimum manufactured was #2 copper. That was in a 15kv cable.

Yeah for concentric neutral types number two is smallest but for non-concentric neutral, that definitely goes smaller, number six is common.
