We have been cord connecting d/w`s and disposal units forabout 5 years now.Before it was leave a length for the appliance and when the plumbers caught up we would do our h/u and call a final.Then at a meeting I said just single receptacle in a wiremiold box and we are done and to hook up is an extra and billable.$45.00/ item to pig tail an appliance cord on I`ll do all day long
With a receptacle we get a final, builder is happy,we get the extra so we are happy
We usually mount 1 Gang on the bottom plate in the space (offsided ) for the d/w.Have had inspectors say it is not accesable when you have to remove a panel to get to it.In those rare cases a 1 pole breaker lock solves that problem.
Or run a 3 wire to a box under the sink and break the tabs,still need a 2 pole or a tie handle since both land on same yoke.Then appliance tail both d/w an disp.Watch the length of the appliance cord since some inspectors are in on allowed length of both
