Proper seal off location

I would like to know if this is understood code or just good practice based on Art. 514.9. To power a fuel tank, I have always installed a seal off when entering the ground from the building source and at the exiting of the ground at the fuel tank source within 17" of the ground, but I cannot find in the code book where this is a requirement or just a safer practice. Art. 514.9 states either/or but I was sure that I recall that it was necessary for a seal off at both ends of the conduit. A little clarification would be appreciated, thanks.

I believe you may be indirectly, referring to Section 514.8. Article 514 treats, underground wiring slightly differently than most classified locations.

Thanks for your reply. Am I correct about 2 locations having a seal off?
Yes, basically. Section 514.8 treats wiring beneath a classified location as being effectively in a Division 1 location so both ends usually end up needing to be sealed because Section 514,9(A) requires a seal at the dispenser no matter what the “boundary” might be.
