Could be a crude attempt to bond the panel. The panel on the right is not bonded. Grounds and neutrals not seperated. I don't see how they could have missed not having a nipple to join panels ( that's not an accident ).

That's not even good hack work.
 
I love a good picture :smile: The whats missing is an understanding of how things should be done. I'll bet the guy who did this work is pleased as could be about his promotion to head electrical installer and toilet scrubber.

Ok, obviously a pretty basic thing, just never seen one like that. Where (what brands, etc) are these likely to be seen? I'm just used to seeing bonding screws or stuff that is so old that the neutral bar is not isolated from the can anyway.

Murray, Cuttler Hammer use them. SqD ,I think, uses a bonding screw. I will normally take them out and throw them away if they don't need to be connected.

That is a bonding strap but they can't use it. They need to install a seperate ground bar and they need to seperate the grounds from the neutrals ( neutral, singular ).

They probably thought that if there was only one neutral no one would notice. It does stand out in the crowd.
