proper static grounding

What is the proper way to ground yellow flammable safety cabinets, What I have read is to go from the cabinet to earth, ground rod or building steel, I have seen the ground wire go from the cabinet to the conduit, from what I understand is when the conduit is used for static grounding there could be objectionable current on the conduit, that could go to the cabinet.

I seem to recall there is another standard for static grounding.
Not sure how there could be objectionable current on the conduit?
 
I don't believe that, even though, most if not all manufactures, provide a bonding point for flammable liquid storage tanks, that there is any NFPA standard or OSHA rule that requires them to be bonded. There is no real world issue with static and closed container storage. The only issues is where flammable liquids are transferred between containers and there you really only need bonding between the two containers. You do not need grounding.


Neither "bonding" or "grounding" shows up in a search of Chapter 9, of NFPA 30. Chapter 9 is "Stprage of Ignitible (Flammable or Combustible) Liquids in Containers--General Requirements". A quick look at NFPA 77, also did not result in any bonding or grounding requirements for these types of storage cabinets.
