Looks weird to see a #6 to a large service, but the way I understand it is that the rod(s) really cannot dissipate more energy than a #6 can handle. True?

If true, I think that means that a CEE could dissipate more energy
than a #6 so the largest conductor required to be connected
to a CEE is #4.Why not say "Not smaller than #4".
I must be over-thinking this.
