I am going from an outdoor substation via underground pvc conduit into a building. Is it ok to rigidly connect the conduit to the building? Or, do i need some kind of expansion connection in the conduit to allow for expansion or seismic problems?

Is your installation subject to frost movement?

Take a look at 300.5(J). This section deals with earth movement, due to frost and earth settlement.
