provisions for grounding TV/TELE to electric system

for sake of argument I have two ground rods driven properly spaced, I am using #4 grounding conductor. I have provided 12 inches of this #4 conductor at the ground rod for the CATV and Tel Co to connect to, am I correct in doing this I can't seem to find any reference to this method, I just seem to remember seeing an illustration or reading it some where.

It complies with 800 and 820 as long as the grounding conductor from the CATV and Telco are at least a #14 AWG and not longer than 20 feet to the connection on the GEC you mentioned.
