These forums have been greatly helpful so I'll try and give back a bit on finding the retaining bracket for Eaton panel.
The install was simple for 30 amp 10/3 generator inlet until I was trying to meet 408.36(f). The Eaton panel was installed in 2000, non-PON 200A main and I could see screw hole for retention bracket. However finding the bracket was elusive, they have a version 60 amp breaker that had a hole in for screw for a non-PON panel.
After some googling and head scratching I headed to the local electrical supplier, Platt, and after 10 mins at the counter trying to find the correct part, the guy goes... "Geez, I'm not sure but try this"
Here is the label description:
BR Hold-down kit, spaces 2, 4
2 Pole BR Main Breaker 125A Max
Only for use with Eaton BRP
Plug-On Neutral Loadcenters
BRPHD2
Surprise, Surprise.... It worked perfect, firmly retaining the 2 pole BR breaker. However, based on above description I never would have tried it on non-PON panel with 200A main.
Hope this helps someone else, and good luck.
