It often is not all that practical to use NM in other then dwelling units.

I can agree with that. I don't know that the rules really changed all that much, but the intention of the rules for use of NM was maybe clarified more.

There were many changes starting with the 2002 NEC cycle. For one thing the '15 minute finish' bit was added so that was a problem.

The buildings used hard return ducts so that was not an issue.
