Would pulling 4#350& 1 #2 in a 3" conduit be out of the ordinary and a tough pull?
It's ok per the NEC Annex C table. Thanks. Seen this configuration before just wondering if a bit tight. Thanks.

You should be alright... what kind of conduit? How many bends? Got the lube handy?

Recently had a job, ConEd tried to pull 2 sets of 750s through 4" pvc with 4 90degree bends... didn't workout too well for them.

It is PVC and THHN/THWN. Might be XHHW.
Three 90 degree bends.

Seeing as 3" PVC Sch 80 has a max number of conductors of 5 350 THWN or XHHW, you should be alright, depending on the distance. Wire that size, especially copper, can get pretty tough after a while.

That's why asking. 36% full is fine right? Under 40%.
36% is code compliant, but whether it is "fine" or not depends on more variables than simply keeping the fill under 40%. If the conduit is underground, then you'd better have sweeps instead of right angles, and you might want to use bigger conduit.

The calc I use shows your combination is right at 40% in 2.5" EMT, and right at 40% in 3" sch 40 PVC.
