What about adding a capacitor to the LED lighting circuit (perhaps at the lights?) to fill in the sags in voltage?
A capacitor on the AC side of things wouldn't help with bulk voltage sags, but might very well help with electrical noise.
My _guess_ is that electrical noise is activating the LED dimming circuitry.
